As the need for affordable housing grows across Toronto, the Parkdale United Church Foundation (PUCF) is answering the call once again—this time with a new development proposal at 1337–1339 King Street West, building on its legacy of community-rooted housing.


A Longstanding Mission, A New Chapter

PUCF, a trusted nonprofit housing provider located at 171 Dunn Avenue, has been a cornerstone of the Parkdale community for over 40 years. The foundation currently operates 146 apartments—mostly bachelor units—at 1335 King Street West, with average rents below $700 and without reliance on government subsidies.

Now, the foundation is proposing Green Phoenix II, a 10-storey affordable infill apartment building with 92 new affordable rental units, designed to complement and expand its existing housing services.

Official Recognition and City Support

The proposal, which received “Open Door” approval from Toronto City Council in December, has also been awarded $3.99 million in capital funding from the City of Toronto’s 2025 Rental Housing Supply Program. PUCF submitted Official Plan Amendment (OPA) and Zoning Bylaw Amendment (ZBA) applications earlier this year to facilitate the redevelopment of the site, which currently includes two aging low-rise buildings. The existing structure at 1335 King Street West will be retained.

The June 4, 2024, public consultation meeting brought together local residents, Councillor Gordon Perks, the Housing Secretariat, and City Planning staff to share updates and hear feedback. PUCF emphasized that this project represents not only an expansion of housing supply, but also a deepened commitment to sustainability and equity.


Green Design and Community Focus

Building on the success of the original Green Phoenix project, PUCF’s second phase will also reflect a strong environmental focus. While previous concepts included a mews housing component, recent design revisions have streamlined the approach to accommodate current funding realities while maximizing impact.

The new development will bring much-needed affordable rental housing to South Parkdale, one of Toronto’s most housing-challenged neighbourhoods. With deep roots in the community and a track record of responsible housing stewardship, PUCF’s Green Phoenix II is poised to offer hope—and homes—to those who need it most.
