Toronto’s affordable housing strategy is taking another step forward in Etobicoke-Lakeshore, where WoodGreen Community Housing is set to deliver 19 new affordable rental homes at 430 Royal York Road. The project, supported by nearly $4.94 million in forgivable loan funding through the City of Toronto’s 2025-2034 Capital Budget, is part of a city-wide push to create housing solutions for residents in need.
A New Chapter for Affordable Housing in Etobicoke
The Etobicoke-South area has faced mounting pressures in recent years, with rising rents and a shortage of purpose-built affordable homes. This project aims to help address that gap, providing long-term, stable housing for individuals and families who are currently priced out of the market.
Located within walking distance of public transit and essential services, the 430 Royal York Road development is strategically positioned to support inclusive growth in the community. The site will be transformed into a low- to mid-rise residential building, delivering 19 permanently affordable rental units designed for diverse households.
City-Backed Funding for Immediate Impact
This initiative is one of 14 projects selected in the City’s latest affordable housing capital funding round, which committed $85.7 million in forgivable loans to support a total of 963 new affordable rental homes across Toronto.
WoodGreen’s project was awarded $4.94 million, with funds released in installments as development milestones are achieved. The City’s approach prioritizes shovel-ready projects that can break ground quickly, helping to accelerate construction and avoid delays.

WoodGreen Community Housing is one of Toronto’s largest non-profit housing providers, with a long history of delivering supportive and affordable homes for vulnerable populations. Their expertise ensures this project will be developed with tenant needs, long-term sustainability, and community integration in mind.
The 430 Royal York Road project will include energy-efficient design standards, aligning with the City’s climate action goals while keeping utility costs manageable for future residents.
Part of a Broader Push for Housing Solutions
This development is part of the City’s Rental Housing Supply Program, which leverages municipal, provincial, and federal supports to scale affordable housing supply. The 2025 funding round, announced in March, set aside 20% of funds for Indigenous-led projects and focused on shovel-ready initiatives capable of moving quickly into construction.
Once completed, 430 Royal York Road will provide permanent, secure housing, helping to stabilize lives and foster a stronger, more inclusive Etobicoke-Lakeshore community.
