Toronto’s west end just got a major housing boost.

The City of Toronto has launched a random draw process to allocate 87 new affordable rental apartments at 610 Martin Grove Road, a newly constructed building developed by Minto Apartments. Located just north of Rathburn Road in Etobicoke, the project brings a fresh injection of deeply affordable housing to an area where rental options have become increasingly out of reach for many families.

How the Lottery System Works

In a city where demand vastly outweighs supply, the City of Toronto has opted for a random draw system to determine eligibility for these new homes. Applications are currently being accepted through a City-run portal, giving all qualified applicants an equal chance at securing one of the units. The deadline to apply is August 3rd, 2025 at 5:00 PM.

This approach aims to eliminate bias and offer an equitable opportunity for residents who meet the affordability criteria, especially those in need of stable, long-term housing. The draw is part of the City’s Open Door Affordable Housing Program, which supports private-sector development of below-market housing.

The 87 units at 610 Martin Grove are a mix of one- and two-bedroom apartments, designed to accommodate individuals, couples, and small families. While offered at affordable rental rates, these homes do not compromise on quality.

The 610 Martin Grove project is one of several current initiatives being supported by incentives such as property tax relief, permit fee waivers, and fast-tracked approvals under the Open Door program.
