The Ontario government has taken a major step forward in its plan to modernize health care in Durham Region by issuing a formal Request for Proposals (RFP) for the redevelopment of Lakeridge Health’s Bowmanville Hospital. The project, which will more than double the size of the facility, is part of a sweeping $60 billion provincial investment in health infrastructure over the next decade.
“Today’s milestone brings us one step closer to getting shovels in the ground,” said Sylvia Jones, Deputy Premier and Minister of Health. “We’re expanding capacity, decreasing wait times and ensuring that families in Durham Region can access the right care, in the right place.”
Two Bidders Shortlisted to Lead Major Redevelopment
Following a competitive Request for Qualifications (RFQ) process launched in 2024, the government has shortlisted two construction teams:

Bowmanville Health Partners (Amico Design Build Inc.)

PCL Partnerships (PCL Constructors Canada Inc.)
Both groups will now develop full proposals outlining their plans to deliver the large-scale hospital redevelopment. The winning bid will be announced in 2026.
The Bowmanville Hospital expansion is being supported by more than $20 million in provincial funding for design and planning. When completed, it will add up to 32 new hospital beds and feature state-of-the-art facilities across critical care, dialysis, emergency services, and more.

A Health System Built for Durham’s Growth
Local officials praised the milestone, citing the region’s rapid growth and increasing health-care needs.
“Redeveloping the Bowmanville Hospital will provide enhanced patient care by doubling the capacity of the hospital,” said Todd McCarthy, MPP for Durham. “This brings our community one step closer to a world-class hospital we can all be proud of.”
Lakeridge Health CEO Cynthia Davis echoed that sentiment:
“This project is not only about new infrastructure, but about creating stronger connections to care across Durham Region.”

The Bowmanville expansion is part of the Ford government’s “Your Health: A Plan for Connected and Convenient Care”, which includes:

Over 50 major hospital projects across the province

Approximately 3,000 new hospital beds

A $200 billion investment in total infrastructure (including transit, schools, and roads)
In 2025-26, Lakeridge Health will also receive $3.58 million through the Health Infrastructure Renewal Fund to support ongoing upgrades.
