Mississauga, ON – Mississauga is tackling its housing crisis head-on with the official release of Partners in Homebuilding, a report from Mayor Carolyn Parrish’s Housing Task Force. Launched two weeks after taking office, this task force reflects the Mayor’s firm commitment to solving the housing affordability crisis, which is driving young people and families out of the city and province.
The report, developed collaboratively with over 30 experts from Ontario’s top private and non-profit builders, outlines 30 recommendations across four key areas to kick-start development:
- Cutting Development Costs: Lowering fees, taxes, and other charges to make homes more affordable for residents.
- Streamlining Approvals: Updating building standards to eliminate
unnecessary delays and make construction faster.
- Reforming Zoning: Unlocking more land for development and providing clearer guidelines to speed up the building process.
- Creating Sustainable Housing Programs: Securing long-term funding for industry members to support affordable housing projects and ensure they are built to last.
The City of Mississauga’s original target of 246,000 new residential units in the 2023 Action Plan for New Housing has now been increased to 370,000 units. Under Mayor Parrish’s leadership, permissions for 124,000 new units have been added, with financial support for non-profit developers and a team dedicated to speeding up approvals.
The report reflects a transparent process, bringing together city planners and developers to eliminate barriers and facilitate faster, more affordable housing. By fostering honest dialogue between those who approve housing and those who build it, the task force sets a new precedent for cities across Ontario to tackle the housing crisis.
Mayor Parrish will bring a motion next week to officially begin implementing the recommendations, setting the stage for transformative change in housing.

Quotes
“Our city cannot afford to lose more young people and families because housing is too expensive or impossible to find. We need action-oriented solutions that challenge the status quo and deliver homes that people can afford—quickly. This is about giving future generations the same opportunities as those who came to Mississauga 50 years ago. With leadership and a commitment to change, we can create homes young people can buy and families can afford.”
– Carolyn Parrish, Mayor of Mississauga
“In my twenty-four years at BILD, working with municipalities across the GTA, I have never been a part of a Task Force process which was as candid and rooted in honest dialogue as this one with the City of Mississauga. The City should be applauded for taking this initiative of collaboration where listening was
real, as evidenced in the resulting array of thoughtful and tangible solutions. The City of Mississauga are leaders that have created a framework which includes bringing the right people to the table to address the housing crisis, to correctly recognize that all levels of government need to be a part of the solutions, and most importantly, for identifying clear and tangible action items that they as a City are embarking on to address the housing crisis. It has been an honour and pleasure to be a part of this historic process and resulting report.”
