Canada and Australia Partnership Expands Across Trade, Defence and Technology

CANBERRA — Canada and Australia have reaffirmed their longstanding partnership and announced a wide-ranging agenda to strengthen cooperation across economic, security, technology, and environmental sectors following Prime Minister Mark Carney’s first official visit to Australia.

Carney met with Australian Prime Minister Anthony Albanese in Canberra this week, where the two leaders outlined new initiatives aimed at expanding trade, strengthening Indo-Pacific security, and accelerating collaboration in emerging industries such as artificial intelligence and clean energy.

During the visit, both leaders also acknowledged the Ngunnawal people, the Traditional Custodians of the lands where the meeting took place, recognizing the cultural heritage of First Nations communities in the Australian Capital Territory region.

Strengthening a Longstanding Partnership

Canada and Australia have long shared close ties grounded in common democratic values, multicultural societies, and strong legal institutions. The leaders highlighted these shared principles while noting the importance of cooperation in an increasingly complex global environment.

The meeting also marked the 40th anniversary of the Canada–Australia Consular Services Sharing Arrangement, a unique agreement that allows each country to provide consular support to the other’s citizens in regions where one partner may not have diplomatic representation.

Officials described the arrangement as a concrete example of the high level of trust between the two nations.

Expanding Economic Cooperation

Economic security and prosperity were central themes of the discussions.

Carney and Albanese agreed to establish regular ministerial-level economic talks to deepen cooperation in trade, taxation policy, investment, and economic resilience. The talks will bring together finance and industry ministers from both countries to coordinate responses to emerging global economic challenges.

The leaders also committed to modernizing the Canada–Australia Tax Treaty, with the goal of facilitating greater cross-border investment, including large-scale infrastructure and nation-building projects.

As part of growing financial cooperation, Canadian pension funds and Australian superannuation funds will expand collaboration on global investment opportunities. A memorandum of understanding signed in Sydney this week will further support joint investment initiatives.

Clean Energy and Artificial Intelligence Partnerships

Canada and Australia also launched a new Clean Energy Partnership, aimed at accelerating collaboration across renewable energy technologies, electricity grid modernization, and low-carbon supply chains.

Officials say the initiative will support job creation, economic growth, and emissions reductions as both countries pursue net-zero climate targets.

In the rapidly evolving field of artificial intelligence, the leaders welcomed a new memorandum of understanding between the Artificial Intelligence Safety Institutes of both countries. The agreement will promote joint research, talent exchanges, and shared frameworks for evaluating and managing AI technologies.

Canada and Australia will also continue collaboration with India through the Australia–Canada–India Technology and Innovation Partnership, focusing on digital infrastructure, semiconductor manufacturing, cybersecurity, and startup ecosystems.

Cooperation on Critical Minerals

With both countries among the world’s leading producers of critical minerals, the leaders pledged to expand collaboration to strengthen global supply chains for materials essential to clean energy technologies and advanced manufacturing.

Australia recently joined the G7 Critical Minerals Production Alliance, reinforcing joint efforts with Canada to support fair trade, high environmental standards, and resilient mineral supply networks.

Annual meetings between Canadian and Australian resources ministers will help coordinate policy, investment, and workforce development initiatives, including a new Mining Skills Exchange Pilot designed to address labour shortages in the sector.

Defence and Security Collaboration

Defence cooperation will also expand significantly under the new bilateral framework.

Canada and Australia agreed to establish biennial Defence Ministers’ Meetings, supported by regular dialogue between senior defence officials. The talks will focus on strengthening regional security, enhancing military interoperability, and supporting international peace and stability.

One key initiative involves joint development of Over-the-Horizon Radar (OTHR) technology for Canada’s Arctic surveillance system. The project will combine Australia’s Jindalee Operational Radar Network expertise with Canada’s experience operating radar systems in Arctic environments.

The leaders also agreed to explore new mechanisms for defence personnel mobility and operational collaboration, including discussions toward a potential Status of Forces Agreement.

Strengthening Institutional Cooperation

Beyond defence and economic initiatives, the leaders highlighted cooperation across several other sectors.

Canada and Australia will deepen collaboration in:

• Emergency management and disaster resilience, including wildfire response cooperation

• Civil space research, particularly satellite monitoring for bushfires and wildfires

• Border security and law enforcement, supported by the new Canada–Australia Customs Mutual Assistance Agreement entering into force in 2026

• Countering foreign interference and disinformation, including coordination through the G7 Rapid Response Mechanism

The two governments also committed to revitalizing the Canada–Australia Public Policy Initiative, which facilitates exchanges between senior officials on issues such as democratic resilience, online harms, and government modernization.

A Strategic Partnership for a Changing World

Officials from both countries noted that growing geopolitical tensions and shifting economic conditions have reinforced the importance of close cooperation between democratic allies.

As Canada and Australia pursue shared priorities across economic security, defence, and technological innovation, leaders from both countries agreed to maintain regular high-level engagement to advance their joint agenda.
