Canada and Finland Arctic cooperation expands with new defence and technology agreements

OTTAWA — Prime Minister Mark Carney and Finland’s President Alexander Stubb have unveiled an expanded Canada-Finland partnership, emphasizing Arctic cooperation, defence alignment, and cutting-edge technology development in a joint statement released following their meeting in Ottawa.

The agreement outlines a forward-looking framework aimed at strengthening economic resilience, security collaboration, and innovation between the two NATO allies amid a shifting global landscape.


Strategic partnership in a changing global order

Both leaders framed the agreement as a response to growing geopolitical uncertainty, underscoring the need for “strategic autonomy and strategic cooperation” to safeguard shared interests.

The joint statement highlights a values-based approach focused on international cooperation, economic diversification, and strengthened alliances rooted in democratic principles.



Arctic and maritime cooperation expands

As Arctic nations, Canada and Finland committed to advancing joint priorities in northern research, maritime safety, and infrastructure development.

A key outcome is the signing of the Canada–Finland Maritime Memorandum of Understanding, which will:

  • Strengthen collaboration on icebreakers and shipbuilding
  • Support innovation in marine technologies
  • Expand partnerships between industry and research institutions

The agreement also includes plans for joint Arctic research initiatives and increased cooperation on sustainable development in northern regions.


Defence and security ties strengthened

Canada and Finland reaffirmed their commitment to NATO and collective security, announcing plans to deepen cooperation through:

  • Joint military training and exercises such as Cold Response and Operation Nanook
  • Negotiations on a General Security of Information Agreement
  • Expanded collaboration to counter hybrid threats

Both countries also reiterated support for Ukraine’s sovereignty in response to Russia’s ongoing war.

The leaders committed to working toward a target of investing 5% of GDP in defence and security by 2035, including efforts to strengthen defence industrial capacity and mobilize investment.


AI, quantum, and technology collaboration

A major pillar of the partnership focuses on emerging technologies. The leaders endorsed expanded cooperation in:

  • Artificial intelligence and high-performance computing
  • Quantum research and innovation
  • Telecommunications and digital infrastructure

The agreement includes support for Finland’s participation in the Sovereign Technology Alliance and collaboration between key institutions such as the Digital Research Alliance of Canada and Finland’s CSC – IT Center for Science.

The leaders also welcomed ongoing partnerships involving Nokia and Export Development Canada, including efforts to develop AI “gigafactories.”


Critical minerals and trade growth

Recognizing the importance of critical minerals for future technologies, Canada and Finland committed to strengthening cooperation in geoscience research and supply chain development.

The agreement also highlights opportunities to expand trade and investment under the Canada-European Union Comprehensive Economic and Trade Agreement (CETA), with a focus on building resilient supply chains and supporting key industries.


Strengthening long-term cooperation

The joint statement builds on a 2025 Canada-Finland strategic partnership and introduces a new action plan to enhance collaboration across economic, Arctic, and multilateral priorities.

Both leaders emphasized that stronger cooperation between like-minded countries will be essential to navigating global challenges and ensuring long-term prosperity.
