Canada Saudi Arabia Relations Advance Through New Agreements on Energy, AI and Defence
JEDDAH, Saudi Arabia — Prime Minister Mark Carney and Saudi Crown Prince and Prime Minister Mohammed bin Salman have agreed to deepen cooperation across defence, trade, energy, artificial intelligence and diplomacy, marking a significant step forward in Canada-Saudi Arabia relations during Carney’s historic visit to the Kingdom.
The July 9 meeting was the first official visit to Saudi Arabia by a Canadian prime minister in 26 years and reflects Canada’s broader strategy to diversify its global partnerships while expanding economic opportunities beyond North America.
During bilateral talks in Jeddah, the two leaders acknowledged growing momentum in the Canada-Saudi Arabia relationship, citing increased ministerial exchanges and a recently signed Air Transport Agreement aimed at expanding travel and connectivity between the two countries.
New Canada-Saudi Arabia Coordination Council Established
A key outcome of the meeting was the signing of a memorandum of understanding establishing the Canada-Saudi Arabia Coordination Council.
The new council is intended to strengthen collaboration across a range of priority areas, including:
- Defence and security
- Trade and investment
- Economic cooperation
- Education and research
- Science and innovation
- Cultural exchanges
- Consular affairs
According to the Prime Minister’s Office, the council will provide a formal framework for expanding bilateral engagement in the years ahead.
Expanding Cooperation in Energy and Artificial Intelligence
The leaders also welcomed the signing of two additional memorandums of understanding focused on energy and artificial intelligence.
The agreements are designed to expand cooperation on renewable energy projects, including wind, solar, hydrogen and carbon capture and storage technologies, while promoting collaboration in artificial intelligence and emerging technologies.
The Prime Minister’s Office said Canada also intends to leverage Canadian expertise in health innovation and medical technologies as part of the growing partnership.
Regional Security Discussed
Regional security was another major focus of the meeting.
Prime Minister Carney condemned Iran’s recent attacks on Gulf countries and reaffirmed Canada’s support for the sovereignty, territorial integrity and security of states across the region.
Both leaders emphasized the importance of de-escalation, protecting civilians and advancing diplomatic solutions aimed at promoting long-term regional stability.
Supporting Vision 2030
Carney praised Saudi Arabia’s Vision 2030 economic transformation strategy, highlighting the Kingdom’s investments in infrastructure, tourism, healthcare and technology.
He reaffirmed Canada’s commitment to building a practical and mutually beneficial partnership that creates opportunities for businesses, workers and institutions in both countries.
Expo 2030 and World Cup Cooperation
The Prime Minister congratulated Saudi Arabia after Riyadh secured hosting rights for Expo 2030 and confirmed Canada’s intention to participate with a national presence showcasing Canadian innovation and expertise.
The leaders also noted the FIFA World Cup as an opportunity for continued collaboration, with Canada serving as one of the hosts of the 2026 tournament and Saudi Arabia preparing to host the competition in 2034.
Looking Ahead
Prime Minister Carney and Crown Prince Mohammed bin Salman agreed to remain in close contact as Canada and Saudi Arabia continue expanding cooperation across economic, technological and diplomatic priorities.
The visit forms part of Canada’s broader effort to strengthen relationships with key international partners while diversifying trade, encouraging investment and advancing collaboration in strategic sectors.
