
OTTAWA — In a major diplomatic milestone ahead of the 2025 G7 Leaders’ Summit, Prime Minister Mark Carney and UK Prime Minister Sir Keir Starmer met in Ottawa to announce a new phase in Canada–United Kingdom relations, unveiling a wide-ranging joint plan focused on economic growth, innovation, and global security.
The two leaders reaffirmed their countries’ longstanding friendship and shared values, while responding to global pressures—from conflict in Ukraine to technological disruption—with coordinated action across trade, defence, and national security.
“The Canada-UK partnership is rooted in a common history and enduring people-to-people ties,” the joint statement reads. “Our collaboration is focused on delivering prosperity and security for the working people of both nations.”

📈 Growth & Innovation Partnership
At the centre of the agreement is a Canada–UK Growth and Innovation Partnership, designed to accelerate cooperation in strategic sectors:

Trade: A new Economic and Trade Working Group will deepen Canada–UK market ties, including digital trade and critical minerals. Canada also plans to table legislation to ratify the UK’s accession to the CPTPP this fall.

Semiconductors & Quantum: Joint R&D projects will link Canadian and UK chip and quantum research hubs to build next-generation communications infrastructure.

AI Collaboration: Canadian AI leader Cohere signed agreements with both governments to expand data centres in Canada and support AI development in the UK.

Biomanufacturing & Civil Nuclear: $14.8M in joint funding will support biotech innovation, while new nuclear cooperation includes fusion and fission energy.

Critical Minerals: A strategic mapping initiative will identify key projects for joint investment to secure future supply chains in clean tech and defence.
🛡️ Enhanced Defence & Security Partnership
The two countries will also expand collaboration under a new Enhanced Defence and Security Partnership, including:

Support for Ukraine: Continued collaboration on air defence technologies and Ukraine’s domestic arms production.

Military Training: Canada and the UK will deepen their partnership at CFB Suffield under the new BATUS Future Project, transforming the base into a joint innovation hub.

Cybersecurity & Intelligence: Launch of a $5.7M Common Good Cyber Fund to support civil society actors at risk of digital repression. Officer exchange programs and joint operations will expand to counter terrorism and state threats.

Border Security: Intelligence-sharing will increase to tackle transnational organized crime, human trafficking, and illicit migration.

With the G7 Summit set to begin in Alberta next week, the Carney–Starmer joint statement positions Canada and the UK as aligned democracies ready to confront shared challenges with bold action and strategic cooperation.
The leaders emphasized that in an era of shifting global power and increasing technological risk, their countries would remain united in upholding a rules-based international order rooted in sovereignty, openness, and democratic values.
