NIAGARA FALLS — The Ontario government has unveiled its Destination Niagara Strategy, a sweeping, multi-billion-dollar plan aimed at transforming Niagara into one of the world’s leading tourism destinations while creating jobs, strengthening local businesses and driving long-term economic growth.
The strategy sets an ambitious target of 25 million annual visitors and aims to double Niagara’s tourism impact, generating an estimated $3 billion in additional GDP for Ontario each year. The plan focuses on new attractions, expanded entertainment offerings, enhanced cultural experiences and major transportation upgrades designed to improve access to the region.
“Niagara is home to the world-famous Niagara Falls, one of the most iconic tourism destinations on earth,” Premier Doug Ford said. “Our Destination Niagara Strategy will unlock the region’s full potential, supporting workers and creating new opportunities for tourists and families from Ontario and around the world.”

Five Pillars to Drive Tourism Growth
The Destination Niagara Strategy is structured around five core pillars designed to expand the region’s appeal and encourage longer visitor stays:
Tourism Attractions:
The province plans to support new and revitalized attractions, including the ongoing transformation of the Toronto Power Generating Station into a boutique hotel. Future projects under consideration include a theme park, a new observation wheel and redevelopment of the Niagara Parks marina.
World-Class Gaming:
Ontario will explore opportunities to expand gaming and casino offerings in Niagara, building on existing successes to attract new hotels, entertainment venues and dining experiences.
Wine and Culinary Tourism:
The strategy highlights Niagara’s role as Canada’s largest wine-producing region, promoting agritourism, wineries, craft beer and spirits, and high-end culinary experiences.
Arts and Culture:
Investments will support cultural institutions and events, including the Shaw Festival, while celebrating Niagara’s heritage and historic landmarks.
Transportation Development:
Planned improvements include expanding the QEW, twinning the Garden City Skyway, increasing GO Transit service and advancing proposals to enhance air access through Niagara District Airport.
“We are protecting Niagara’s globally recognized tourism sector and unlocking the region’s enormous potential as an economic engine of the province,” said Tourism, Culture and Gaming Minister Stan Cho.
New Attractions and Infrastructure in Development
Building on the success of Niagara Takes Flight, the province is working with Niagara Parks to pursue private-sector partnerships for major new projects. Planned procurements include a world-class observation wheel, redevelopment of the historic Ontario Power Generating Station, and revitalization of the Niagara Parks Marina at Miller’s Creek.
The government is also issuing a Request for Information to explore the feasibility of a new signature theme park and studying a potential Niagara River Line—a fully accessible, automated electric tram offering panoramic views of Niagara Falls while connecting key attractions.
Transportation Investments to Support Tourism
Transportation Minister Prabmeet Sarkaria said infrastructure upgrades will be critical to the strategy’s success, emphasizing expanded transit options, improved road capacity and better regional connectivity.
“These investments will help boost tourism, support good-paying jobs and keep Niagara a key driver of Ontario’s economy,” Sarkaria said.
Economic Impact and Regional Support
Niagara currently welcomes more than 13 million visitors annually, supporting over 40,000 jobs and contributing approximately $3 billion to the regional economy. Provincial officials say Destination Niagara will significantly expand that footprint, with benefits extending across hospitality, construction, transportation, agriculture and the arts.
Municipal leaders across the region welcomed the strategy, calling it a long-term investment in Niagara’s economic future and global profile.
Building a Four-Season Global Destination
The province says the strategy is designed to position Niagara as a year-round destination, reducing seasonality while strengthening Ontario’s tourism competitiveness internationally.
Once fully implemented, Destination Niagara is expected to deliver new family-friendly attractions, expanded cultural offerings and improved visitor access—cementing Niagara’s role as one of Ontario’s most powerful economic and tourism engines.
