Johannesburg, South Africa — A coalition of G7 and EU leaders has issued a joint statement reaffirming their unwavering support for Ukraine and outlining key conditions required for any future peace agreement with Russia. The statement was adopted on the margins of the G20 Leaders’ Summit by Prime Minister Mark Carney, President Emmanuel Macron, Prime Minister Hans Martin, Prime Minister Giorgia Meloni, Chancellor Friedrich Merz, Prime Minister Pedro Sánchez, Prime Minister Dick Schoof, Prime Minister Sir Keir Starmer, Prime Minister Jonas Gahr Støre, President Alexander Stubb, Prime Minister Sanae Takaichi, President António Costa, and European Commission President Ursula von der Leyen.
The leaders welcomed the ongoing diplomatic engagement by the United States, noting that the initial 28-point draft proposal presented as a potential roadmap to end the war contains “important elements” that could contribute to a just and lasting peace. However, the group emphasized that additional work is needed to ensure the proposal aligns with the security needs of Ukraine and with international principles.

Concerns Over Military Restrictions and Territorial Integrity
The statement underscores that Ukraine’s borders must not be altered by force, reiterating a long-standing G7 and EU position that any settlement must fully respect Ukraine’s sovereignty and territorial integrity.
Leaders also expressed strong concern regarding proposed limitations on Ukraine’s future military capabilities contained in the draft plan. Such constraints, they warned, would leave Ukraine vulnerable to renewed aggression and undermine the stability of any agreement.
EU and NATO Requirements Must Be Respected
The leaders noted that any provisions involving the European Union or NATO can only move forward with the consent of their respective members. This includes potential elements of security guarantees or integration pathways.
Continued Alignment With Ukraine and the United States
The statement concludes with a unified commitment to remain closely coordinated with both Ukraine and the United States in the coming days as diplomatic activity intensifies.
The joint declaration reinforces Canada’s broader message at the G20 Summit: that long-term peace in Europe must be rooted in security, sovereignty, and Ukraine’s full participation in shaping any negotiated outcome.
