TORONTO — The City of Toronto has certified the results of the September 29 by-election in Ward 25, Scarborough–Rouge Park, declaring Neethan Shan as the newly elected councillor.

According to Toronto City Clerk John D. Elvidge, a total of 19,284 ballots were cast. Official results, including poll-by-poll breakdowns and details from advance, mail-in, and election day voting, are available on the Toronto Elections by-election results webpage. Final voter data is expected within 30 days.

This by-election fills the vacant council seat for the growing Scarborough–Rouge Park community. Shan’s certification marks the official start of his term as councillor, giving residents renewed representation at City Hall.

Election Sign Removal Deadline

With voting completed, the City is reminding candidates, property owners, and residents that all election signs in Ward 25 must be removed by Thursday, October 2 — within 72 hours of election day.

To support recycling and waste diversion, election signs can be dropped off free of charge at two City Transfer Stations:

  • Bermondsey Transfer Station Drop-Off Depot (188 Bermondsey Rd.)

  • Scarborough Transfer Station

The City accepts corrugated plastic, fibre-based (paperboard), and plastic film (sleeve-style) election signs, along with wooden and metal stakes. All materials must be separated before drop-off. Mixed or unseparated loads will be charged the regular disposal fee of $183 per metric tonne, with a minimum $18 flat fee for the first 100 kg.

Signs should not be placed in residential Blue Bins. Unclaimed signs left after 72 hours may be removed and recycled by the City without notice or compensation.

More details about recycling guidelines and depot hours can be found on the City’s Drop-Off Depot webpage.

Looking Ahead

Scarborough–Rouge Park, home to one of Toronto’s most diverse and rapidly expanding populations, will now have its new councillor sworn in as City Council prepares to resume fall meetings.
