Paris Declaration outlines robust security guarantees for a lasting peace in Ukraine

PARIS, FRANCE — Members of the Coalition of the Willing, alongside Ukraine and the United States, convened in Paris on Tuesday to outline a framework of robust security guarantees aimed at securing a just and lasting peace in Ukraine.

In a joint declaration, participating nations reaffirmed their commitment to peace in line with the principles of the United Nations Charter and welcomed progress in recent diplomatic discussions involving Ukrainian, American, European, and international partners.

Ukraine’s Defence Central to Any Peace Agreement

Leaders underscored that Ukraine’s ability to defend itself remains essential to both its national sovereignty and broader Euro-Atlantic security. The declaration makes clear that any future peace settlement must be backed by strong, enforceable security guarantees to prevent renewed aggression.

The Coalition confirmed its readiness to implement politically and legally binding guarantees that would come into force once a ceasefire is established, complementing existing bilateral security arrangements and respecting each country’s constitutional and legal frameworks.

Key Components of the Security Framework

The agreed framework includes:

  • Ceasefire monitoring and verification through a U.S.-led mechanism, with Coalition participation and representation on a Special Commission empowered to investigate violations and determine remedies.

  • Sustained military support for Ukraine, including long-term defence packages, weapons financing, budgetary cooperation, access to defence depots for rapid reinforcement, and assistance in building defensive fortifications.

  • A multinational reassurance force, composed of willing nations, to support the rebuilding and deterrence capacity of Ukraine’s armed forces, with coordinated planning across air, sea, and land domains.

  • Binding commitments for future defence, ensuring coordinated military, intelligence, logistical, diplomatic, and sanctions-based responses in the event of renewed Russian aggression.

  • Expanded long-term defence cooperation, including training, joint defence production, intelligence sharing, and industrial collaboration.

Participants also agreed to establish a U.S.–Ukraine–Coalition coordination cell at the Coalition’s operational headquarters in Paris to oversee implementation and ongoing cooperation.

Moving Toward Durable Peace

The Paris Declaration signals a shift toward enforceable, collective security measures designed not only to end active hostilities but to safeguard Ukraine’s future stability and deter future conflict.

As international negotiations continue, Coalition members reiterated that peace must be durable, credible, and firmly anchored in Ukraine’s sovereignty and security.
