Public Health Watch: Richmond Hill Breaks Ground on New 240-Bed Long-Term Care Home

RICHMOND HILL — The Ontario government has officially broken ground on The Village of Westbrook Lane, a new long-term care (LTC) facility that will add 240 modern beds to Richmond Hill by 2027.

The project, backed by the province’s Construction Funding Subsidy top-up, is part of Ontario’s broader plan to build 58,000 new and upgraded LTC beds across the province. It supports both health care access and economic growth, delivering modern infrastructure and new jobs to the York Region.

“Today’s announcement is great news for Richmond Hill and will ensure that 240 people will get the care they need in a modern, safe home,” said Minister of Long-Term Care Natalia Kusendova-Bashta.


Designing Care That Feels Like Home

The Village of Westbrook Lane will feature a ‘Main Street’ concept on the ground floor, with amenities such as:

  • A library, community centre, hair salon, and chapel

  • Common areas for visitors, programming, and resident engagement

The home will be organized into eight ‘Resident Home Areas’, each designed for up to 32 residents. These smaller-scale units will offer:

  • Private bedrooms

  • Shared dining and activity areas

  • Comfortable lounges

Two of these units will offer specialized care, including memory care programming and physical support services. The entire facility will include air conditioning throughout for improved resident comfort.

“This project will bring much-needed capacity and create a welcoming environment for seniors,” said Michael Parsa, MPP for Aurora–Oak Ridges–Richmond Hill.

“I’m proud to welcome The Village of Westbrook Lane as a place that will not only serve our residents but also strengthen our city for generations to come,” said Richmond Hill Mayor David West.

“Through the support of the province, the City of Richmond Hill, and our educational partners, this Village will become a welcoming and connected place where people can live, learn, and thrive,” added James Schlegel, President & CEO of Schlegel Villages.


A Long-Term Vision for Ontario’s Seniors

As of July 2025, 148 long-term care projects representing 24,101 new and redeveloped beds are either complete, under construction, or approved across Ontario.

The Westbrook Lane project is supported by several provincial measures, including:

  • The Fixing Long-Term Care Act, 2021

  • A new Capital Funding Program to provide more flexibility for LTC builders

  • Strategic use of surplus land and partnerships with hospitals to develop care homes in high-demand urban areas
