East York’s Thorncliffe Park neighbourhood is on track for one of Toronto’s largest transit-oriented community (TOC) projects, set to transform the area around the future Ontario Line station with thousands of new homes, commercial space, and enhanced public amenities.
The project is led by Infrastructure Ontario (IO) and the Ministry of Infrastructure (MOI) in partnership with the City of Toronto. It forms part of Ontario’s “More Homes Near Transit” initiative, designed to link rapid transit investment with higher-density, mixed-use development.
Project Overview
The Thorncliffe Park TOC will be built across three designated sites next to the planned Ontario Line station and new TTC bus terminal. Based on the most recent government concept plans (October 2023 submission, revised in 2024), the development is expected to include:

2,660 Residential Units: A mix of housing types, including affordable housing options to support diverse income levels.

Employment Growth: An estimated 980 new jobs, strengthening local economic development.

Retail & Commercial Space: Over 6,000 m² of new retail and 16,000 m² of office space to serve businesses and residents.

Public Realm Improvements: A new transit plaza, parkland, and landscaped streetscapes, creating a pedestrian-friendly, connected community.

Direct Transit Access: Seamless links to the Ontario Line subway and future TTC bus services, reducing reliance on cars.

In response, Metrolinx and the City of Toronto are finalizing a Truck Safety Plan and construction traffic management protocols for Overlea Boulevard.

The Thorncliffe Park TOC is part of a broader strategy to create “complete communities” at Ontario Line stations, combining housing, employment, and transit into one sustainable, urban hub. Once built, it will set a new benchmark for mixed-use development in East York, demonstrating how transit infrastructure can reshape neighbourhoods for the better.
