TORONTO — Voters in Scarborough-Rouge Park will return to the polls this fall, as the City of Toronto has officially set the date for a by-election in Ward 25. Toronto City Clerk John D. Elvidge confirmed that the by-election to fill the vacant City Council seat will take place on Monday, September 29, with advance voting scheduled for September 20 and 21.
The nomination period will open on Monday, June 23 at 8:30 a.m. and close on Friday, August 15 at 2:00 p.m. Candidates must file their nomination papers before beginning to campaign or accept contributions, in accordance with the Municipal Elections Act, 1996 (MEA).
City Council officially declared the Ward 25 seat vacant during its May 21–22 meeting. The decision to proceed with a by-election followed the formal passing of a bylaw authorizing the vote, which will come into effect on Sunday, June 22 at 11:59 p.m. Under Ontario’s election legislation, the City Clerk independently determines the election timeline based on these Council decisions.
Eligible voters in Scarborough-Rouge Park will have access to advance voting on Saturday, September 20 and Sunday, September 21 between 10 a.m. and 7 p.m. Voting places on election day, September 29, will be open from 10 a.m. to 8 p.m.
In addition to in-person options, mail-in voting will be offered, contingent on the regular operation of Canada Post services. More details on mail-in procedures, candidate requirements, and third-party advertiser registration will be made available at the Toronto Elections website: toronto.ca/byelection.
As the city’s easternmost ward, Scarborough-Rouge Park plays a vital role in municipal decision-making, and this by-election offers residents a key opportunity to shape their local representation.
