City of Mississauga welcomes new Director of Enforcement

The City of Mississauga is pleased to announce Georgios Fthenos as the new Director of Enforcement effective August 21, 2023. He replaces Mike Foley, who will retire at the end of August.

“I am pleased to welcome Georgios to the City of Mississauga and our extended leadership team,” said Raj Sheth, Commissioner of Corporate Services. “Georgios brings with him a wide breadth and depth of experience, knowledge and skills. In this role, he will have the opportunity to apply his strong leadership, relationship building and issues management skills to help advance key priorities and projects.”

Reporting to the Commissioner of Corporate Services, Fthenos will oversee operations that focus on compliance with municipal by-laws and the provision of services to maintain order, safety and community standards through five key areas – Animal Services, Business Support, Compliance and Licensing, Mobile Licensing and Parking Enforcement.

“I’m pleased to be joining the City of Mississauga and bringing my experience, which spans across three levels of government, and includes complex policy and operational management to the Enforcement Division team,” said Georgios Fthenos. “I have a personal and professional passion for serving the public and look forward to working with staff, senior leaders, as well as Members of Council to deliver high-quality responsive services, programs and projects.”

Prior to joining the City, Fthenos served as the Chief Inspector, Animal Welfare Services with the Ministry of the Solicitor General where, as part of the executive cadre, he led a province-wide enforcement agency that delivered animal welfare services focused on the prevention of cruelty to animals and promotion of animal well-being. Prior to that, he was a Senior Manager and Registrar with the Ministry of the Attorney General overseeing a number administrative boards and tribunals including the Human Rights Tribunal of Ontario, Ontario Civilian Police Commission, Fire Safety Commission, Animal Care Review Board and the Child and Family Services Review Board among others.

Fthenos holds an Honours Bachelor of Arts in Sociology and Political Science from the University of Toronto, along with a Master of Arts in Sociology from McMaster University, and a Doctor of Philosophy, A.B.D. from the University of Western Ontario. He also holds a series of certificates including Regulatory Analysis and Decision-Making from the University of Pennsylvania Carey Law School, Executive Leadership from Cornell University, Adjudication for Administrative Agencies, Boards and Tribunals from Osgoode Hall Law School, and Advanced Finance and Accounting from the Chartered Professional Accountants of Canada.
