Province Procuring New Year-round Highway Maintenance Services

Ontario is looking for new year-round highway maintenance service providers for the Peel, Halton, Toronto and York areas to begin operating on Aug. 1, 2019.

The Ministry of Transportation and the current service providers, Carillion Canada Inc. and Integrated Maintenance and Operations Services (IMOS), have mutually agreed to end the current highway maintenance contracts on July 31, 2019. Carillion and IMOS will continue to provide uninterrupted maintenance services until this date.

The ministry will be issuing four Requests for Proposals (RFPs) to choose new service providers through an open and transparent competitive process, with the early re-tendering dates providing time to have winter maintenance services ready well in advance of the 2019-20 winter season.

The RFPs will include the enhanced service levels implemented over the last four winters and several new measures to strengthen winter maintenance activities, including enhancements to winter equipment requirements, road patrolling requirements, the use of winter materials and ensuring that equipment is reliable and in good working order. Re-tendering these Greater Toronto Area contracts provides an opportunity to improve service on the province’s busiest freeways. The new contracts will specify the minimum amount of de-icing liquid contractors must use, and will require them to deploy salt spreaders earlier.

Ontario’s roads are among the safest in North America, and the province is committed to keeping them as safe as possible during winter weather conditions.
